Technical Delivery Manager

We’re looking for a Technical Delivery Manager to join our Digital Solutions team within our Winnipeg Office. 

The Technical Delivery Manager is accountable for coordinating the successful delivery of complex software development initiatives across multiple teams and workstreams. The role works closely with Software Development Managers, Product Managers, Quality Assurance, Developer Operations, Architecture, and other partners to establish delivery plans, manage dependencies, and support timely, high-quality releases. The position provides team-facing delivery leadership, creates transparent delivery visibility, and ensures that execution remains aligned with product priorities, business objectives, quality expectations, and applicable compliance requirements. The role also strengthens delivery practices through consistent planning, risk management, measurement, and continuous improvement across the software development lifecycle.

What You'll Do

  • Own integrated delivery planning and execution for complex software developmentinitiatives, translating approved priorities into realistic plans, milestones, sequencing, and measurable delivery outcomes.
  • Coordinate releases across the delivery pipeline, confirming readiness, managing cross-team dependencies, and aligning Development, Quality Assurance, Developer Operations, Security, Product, and other contributors.
  • Identify, assess, and manage delivery risks, issues, assumptions, and dependencies;

    drive timely decisions, mitigation plans, escalation, and resolution of blockers.

  • Provide clear and timely delivery reporting to stakeholders using agreed milestones,

    delivery metrics, forecasts, and dashboards; communicate changes to scope, timing,

    quality, or risk.

  • Facilitate cross-team planning and delivery forums, including release planning, scrum-

    of-scrums, dependency reviews, and other coordination activities required to maintain

    alignment.

  • Improve delivery governance, workflows, and software development lifecycle practices

    to increase predictability, quality, efficiency, and accountability.

  • Support capacity and resource planning by identifying delivery needs, constraints, and

    workload imbalances, and by recommending sequencing or allocation adjustments.


Who You Are

  • Leads through influence. The role does not have direct people-management responsibility but is expected to provide delivery leadership across multiple Software Development teams, establish accountability for commitments, facilitate decisions, and support effective collaboration. People leadership, performance management, and technical direction remain with the appropriate functional managers.
  • Influences project and portfolio spending through delivery forecasting, capacity planning, sequencing, vendor coordination, and early identification of cost or schedule impacts. The role does not own a departmental budget or hold independent spending authority unless specifically delegated.

 

What You'll Bring

  • Substantial experience leading technical delivery, software development projects, programs, or complex cross-functional initiatives in a software development environment.
  • Experience coordinating multiple teams and workstreams from planning through release, including scope, milestones, dependencies, risks, issues, and delivery reporting.
  • Experience working with Product Management, Software Development, Quality Assurance, Developer Operations, Architecture, Security, and business stakeholders.
  • Practical experience with Agile and iterative delivery approaches, release planning, and the full software development lifecycle.
  • Experience improving delivery practices, governance, metrics, and team coordination in a changing, fast-paced environment.
  • Experience supporting regulated, security-sensitive, or certification-driven delivery environments is considered an asset.
  • Working knowledge of Agile methods, DevOps and DevSecOps practices, CI/CD pipelines, automated testing, release management, and software quality practices.
  • Proficiency with Jira, Confluence, delivery dashboards, and related planning or reporting tools.
  • Ability to responsibly use and evaluate AI-enabled productivity and delivery tools while protecting confidential information and validating outputs.
